Whereas, there is now pending before the Senate of the United States a proposed treaty with Haiti which omits the traditional clauses protecting the freedom of American citizens, and

Whereas, this omission of the religious liberty provisions would establish a dangerous precedent which could have extremely detrimental effects on treaty negotiations with such nations as Spain and Colombia where true freedom of religion is not accorded to minority religious groups,

THEREFORE, BE IT RESOLVED, THAT the Senate of the United States be urged to take no further action toward ratification of the proposed Haitian treaty until such a time as the religious liberty clauses, which were dropped during negotiations, be restored.
